Here is an enlightening article about Malaysia the next destination after India for offshoring, is regarded by analysts as an emerging market for business process outsourcing (BPO) and thus, competing with the Philippines.
According to Industry reports, the local shared services outsourcing (or SSO) industry in Malaysia is worth around $300 million and growing 30 percent annually. This growth is driven by multinational companies like Shell, DHL and HSBC that have set up their own outsourcing facilities in Malaysia.
Reports also predict that by year 2012 Malayisa’s Outsourcing / Offshoring industry would peak up to $2billion high.
That’s a huge growth actually.. But I guess that’s not enough to compete Philippines as to India. Philippines has a lot of recognition given by many investors, who actually planning to invest in the Philippines because competitiveness, almost toppling India as well.

I believe this is just another measure to be not totally dependent on India. Globonomics is the key to stay afloat. But it is still too far from outsourcing software product development which forms the major part of IT industry the world over. India has begun to leave its mark in this domain after almost a decade of doing all the low end BPO work . ISVs are now exploring and finding Indian Product development partners like Impetus technologies who have been doing all the cutting edge R&D in latest technologies , for more than a decade.
